That way blanket spying is warranted and Constitutional provisions thrown out the window because we wouldn't want to look more closely at members of the Religion of Peace or we might be accused of committing a racism.

No not everyone, but they have a list. And such results from heavy handed response as this. But yes, to list everyone if they could. But not until they eliminate anyone that would resist, then they can crack down on the rest of the masses and bring them to subjection or elimination.
