It is hard to say as different groups will have different strategies depending on the level and class make up. As such, it is good to discuss with the group leader/members on how they want these situations to be handled.
In most groups there will be the 'main assist', he'll call the mob that the dps should be focusing on and it is the main tank's job to take the hits from this.
In groups that are taking several mobs at the same time there will be a 'crowd control' strategy; maybe one member will be rooting extra mobs in a safe place, keeping them mesmerised or simply running round in circles with the mobs chasing them! Bards are particularly good at crowd control in the 20s as they can do an area of effect mesmerisation.
Some times it will be the tank's job to be hit by several mobs at the same time but this strategy is far from ideal, so generally focus on the mob the MA has picked up. Often, as the main tank you will also be the MA.
