I disagree. You can admit that it is not in line with classic EQ and try to convince the devs to change it to what it should be: a shitty mez.

The bug report for this is over a year old... I know that the devs want proof that it was changed but it is likely one of the first stealth nerfs. All that need be done is be in a full group and have a enchanter sit there and stun lock the mob for you to see how lame this spell makes the game in its current state. I feel like this is a serious legitimacy issue, others may not, but it does not fit the vision of the game we are trying to recreate. If you use this spell to it's full effect on P99 you know it is OP as hell and should be nerfed back to the backwater of spells that no one uses at all.

at level 15, it just doesnt seem real efficient for me. is whirl something that will ripen as i get more mana?

Yeah, it takes a few levels for it to become mana efficient. I recall being able to use it a lot more in my early-mid twenties. Obviously once you get clarity you're golden.

so for soloing, you just pull with DoT, then when mob gets a hit pet engages you whirl them up and keep them whirled throughout the battle?

Depends really. I think it's a waste of mana to stunlock everything if your pet can take it. The only time I really keep things stunned would be if I were soloing a wizzy or cleric type.

It really depends on what his holding you back while you solo - your mana bar or your pet's health? If it's the latter you might want to stun more, otherwise don't bother.
