another question: since my brother and his room mate are on different work schedules, they wouldnt ALWAYS be playing together. for the time being, can they log in seperately? or is the IP blocked from having another user account all together?

They can log in separately. You just can not box on this server. I.e running two accounts from the same I.P address at the same time. There is nothing wrong with having two accounts on the same I.P as long as you dont run them at the same time (Boxing).
