Bush's 1940's nation building strategy was a ridiculous idea. You can't hand people an instruction manual to freedom and expect them to just figure it out especially when you have a religion that has no tenet of freedom within its structure whatsoever. Unfortunately Bush led the horse to water but he didn't make it drink.
