I don't know of a good source that lays these things out with an eye to P99 limitations and environment. In general, as a shaman without meditation (that comes at 8th), I try to play pretty conservatively with mana.
If you're soloing, try to keep your mana use balanced with the amount of damage you take, so you're not sitting around waiting a long time for one or the other to come back. As an iksar, the balance will be favored in your hp due to regeneration. Buff up beforehand as much as you find practical (Inner Fire and Strength are going to give the most bang for the buck) and go to town.
User Inner Fire as your main heal, particularly in downtime. Casting it over and over on someone who has it is the best healing value you will see for a while. I rarely bother with slows at low level. They're expensive to cast and they don't last long. Spirit Pouch will be useful as long as you don't leave anything valuable in the bags when you log off (they get destroyed after 30 minutes offline). Carrying all those rusty weapons back to sell will get you more money for spells.
