`could be customized but was separate from the custom plate helm quest`

can you give me a hint where thats doable then plz? which npc offers that one?

back on live i never got around to doing any of this, wasnt really up to raid lvl stuff when velious came out, and by time i was raiding pop had rolled around....and better gear.
