This is known and intentional. The same thing was done in Karnor's when it was first released on the beta server. I'd bet a pretty fair chunk of change that something very similar will be done when the rest of the dungeons like Seb and Chardok are released too

Quit littering threads with useless commentary. It makes it harder on those whose job is to fix it. I was told that they set the spawn time low with KC so as to make the bug obvious. They weren't sure the exact spawn time, but knew someone would notice and figure it out for them. Don't just assume a bug is intentional and keep quiet about it.

Back on topic: According to a random comment I found on Allakhazam, spawn time is 25 minutes.
