Why? Because jar jar was an idiot, mainly there for children to laugh at.

You suggest is there to corrupt the minds of children by first winning their hearts then later revealing himself as a Sith Lord. Perhaps the opposite is true and the unexpected warm reception from children dissuaded Lucas from going through with the transformation.
