It doesn't. A constitutional republic though at least attempts to enshrine certain inalienable rights and at the very least makes it more difficult to infringe upon them.

The EC serves many purposes just not directly. Did the EC create the politics, or did the politics create the EC?

Both. Best left to very knowledgeable political historians and political science researchers to answer.
