Presumably, "best route" means not-slower XP. Velious isn't really a leveling expansion.
If you need the pugs, it's probably best to stick with your current route unfortunately. There aren't many pugs in velious until you get to Velk's lab. If you don't mind the slower xp and can solo, ToFS and CC are reasonable places in your mid 30s.
