Seems the less harmful spiel is similar to what were getting fed recently in Canada about tar sands. "Pipelines are safer than train transportation!" because weve had train explosions.
The scam in there is that its not one or the other, both are getting used and in the case of oil, leads to even more consumption of the stuff.
Not only that, vape is marketed at younger folks with strawberry taste etc... if the purpose was to stop people from smoking there would only be one flavor, ashtray, full flavored.
