Fixed, pending update.

There was missing dialogue and faction issues.

To be clear, the Nolusia in the palace only gives dialogue, which leads you to understand she gets off work at night to hang out at the Vasty Deep inn in erudnext.

The erudnext Nolusia provides the water quest.
