Upon testing things a bit more. Running around LFay until I got the choppy back. Using GPU-Z to check my card's clock speeds and other measurements, I noticed that while everything is smooth I'm running at a Core Clock of 324 MHz and a Memory Clock of 162 MHz, with a GPU Load of around 35% to 40%. When the actual choppyness returns, the clock speeds stay the same, but my GPU load goes down to around 27% and never gets higher than 30%. Nothing else seems out of the ordinary.

It is possible my card is limiting its power randomly when I go through LFay, and then staying that way until I run a video. However, my computer already has a High Performance power plan set, and I tried altering my Graphic Card options to use Maximum Performance for Everquest but it didn't seem to fix it.
