It is not quite representative of the situation though, because the toll in the scenario you present only serves to dissuade use of the highway under ordinary circumstances. It never serves to impede your access to or progress down the road. The presently absent P99 features normally would serve as obstacles (however small or large) to loot. The tolls will never deny access to the road.

That aside, the analogy implies that all possible outcomes are morally justified because they are possible outcomes. It defers moral judgement to others and favors compulsion over individual responsibility. In other words, if one is not prohibited from doing a thing, then that thing is ok.

That is a dangerous philosophy to embrace.
That sums it up quite nicely (though perhaps without the danger, it is a game afterall)

The question then is, and I will probably phrase this all wrong as I don't possess such eloquence; is this mindset of their officers a deliberate and conscious thought on how they have chosen to play the game ? Or are they just ignorant of their actions?
