By core what do you mean? Referring to the most active players and the more important classes?

Should empire be gearing the less active less vital classes for progression first, aka the none core?

By core I mean the guy that put IRL cash on the table to disband Nihilum and permanently IP ban Nizzar so that a select core of people can run the show (mainly the old VZ/TZ Aimchat crew) and get first pickings, while running their own RMT ring.
