So it looks to me like...

WToV trash/central ToV trash is a -10 CoV, -2 Yelinak, +5 Kromzek

Some Named Drakes in NToV are -10 CoV and some amount of Guardians of Veeshan (this faction is irrelevant since everyone is KoS).

Some Named Drakes in NToV are -50 CoV and GoV

It looks to me like the static level 60 Drakes are the ones giving the -50 hits and the roaming level 65/66 drakes are giving the -10 hits. I'd say that's a safe way to code it, but aren't those roaming level 65/66 drakes not supposed to be in game during our timeline?

Named Dragon bosses in NToV are -500.
