An exact date on when/how many of these should be available would be good to know.

According to Alla the first post on the website about the quest was on Jun 28th 2001 aka 6-7ish months after the launch of Velious which can make sense since there was apparently a monthly patch for June on June 27th 2001 so it was probably introduced on that date
