Its been like that on this server the whole time. I thought maybe it was just something I didn't realize about the PGT proc cause I didn't remember it being THAT good, but yeah rune seems to be broken in some way.

I was doing the same thing you describe like 8 months ago on my ranger in Blackburrow and Crushbone as well. You can get down to 50% health and with a few procs be back up to 100% while fighting. Not that I had a problem with it at the time since I had to fight through other bugs that were slowing me down like Meditate not working. I mean it was really only useful for a 10-level window anyways from 10 when it starts proccing to 20 when the DPS becomes too low and the rune doesn't heal enough to justify continuing to use it.

Actually it didn't seem to me that you got healed by the amount of damage the rune absorbed, but for a set amount anytime the rune absorbed damage? Which is why at higher levels when mobs take off the rune in much fewer hits, it'd hardly heal you at all. In crushbone sometimes if I ended a fight with low health and the proc was still up, I'd actually sit down next to a pawn over and over to let it hit me. It hits you for such low damage that it takes a while for the rune to break, but you get healed every time they hit so your health goes up pretty quickly as long as the rune lasts.
