Remove all existing planking and make it somewhat hard to get. Make it a super rare drop off cougars or something like that. Ground spawns, albeit classic, are trivially exploited by cheaters. Make it classic by making them hard to obtain.
I'm not aware of any suggestion that people were actually using external programs to get planks. Some of us got planks by laboriously searching Iceclad for hours, some of us got lucky and found em fast (some aided by previous hours searching in IC for the past month of beta before Vel launch), and some noticed a broken spawning mechanic and gathered planks on alts.

As someone who spent over 8 hours searching for planking in the first 24 hours of Velious before I found mine I'd rather not have my BFG removed because someone is bitter about a few specific folks noticing a broken mechanic and hoarding planks.

EDIT: Also to add... the icebergs the boat moves past have been known spawn spots, so somebody getting them very quickly after ports opened isn't that absurd considering there would be nobody else clearing them beforehand.
