Skills that are red usually occur when you skill up and then de-level from dying. It'll show your level-capped skill but show you that it's red to indicate you have a higher skill.
I've seen this many times while leveling.
Back on classic in 1999 I heard tales from my friend who always played on red of people leveling up to 20 on red server skilling up and then suiciding back down to level 10. Because of the skill difference they were hard as nails and unbeatable by the same level in pvp - but what this looked like in the client I don't know.
