Level 1. As is classic. No quest should check level in this era.
You either: Turned in wrong pieces Turned into wrong NPC I'm assuming the later. Did you turn into the Withered Treant? If yes, are you sure you turned in the right Water Flask icon, did you maybe turn in the Faydedar pod instead? Or perhaps barracuda water? There are 3 corrupted pieces that share identical item icons and all have similar names... Is it possible you turned in the wrong piece, and still have the Rathetear lake water banked? The corrupted shaman piece from lake Rathetear is the Clean Lakewater. The corrupted barracuda piece from LoIO is the Pure Lakewater.
