Buy him an hour of power-leveling. I'm not sure what the going rate is, but if you mention it's a birthday present for your brother, and maybe try and find a low 50's PLer instead of a level 60, I'd imagine you could get at least an hour for your 1k.
Why? A) Shaman are awesome and don't really need gear B) Because of your Shadow Knight XP penalty he's going to wind up a few levels ahead of you anyway C) Most people forget about pixels 5 seconds after they get them, but he'll never forget feeling like a god for an hour
