NPC Spawn Issue: Mino Patriarch doesn't spawn near Raster

Bump. Also, another thing I noticed is that Raster's ph is always a Mino. According to Bodi's guide it has an 85% chance to be a mino, 10% chance to be a frog and 5% chance to be raster.

It has been noted that the PH is 85% likely to be a Mino, 10% to be a Froglok, and 5% to be Raster
