As someone who gets a little annoyed at the nonsense that happens in ooc, I'd rather the GMs make and enforce a "Dont be a dipshit" rule. Some quality community-building discussion happens in ooc and it'd be a shame to lose that just because certain players can't help themselves from spouting off every inane thought that pops into their heads.
