To be honest I think a united tag with, Friends, Fresh, Curse, And Azrael would be the best course to make this server thrive.

We have the option of one guild getting every raid boss, or two competing for it.

Holocaust actually runs this way, the officers pretty much lead equally like a council. People would just have to put aside their personal grudges for the good of the server.
