The phrasing is used to establish guilt in a civil court generally. Enough for a civil court not enough for a criminal court.
Of course, Brady's discipline won't be decided in a civil court. It will be decided by the league -- a private enterprise which is interested solely in profit.

The ambiguous phrasing gives the league an out. They can fine Brady to maintain the appearance they give a shit about the game's integrity, while refusing to suspend him for lack of hard evidence. They can kill this story before the end of May. That's what this report is about, dudes.

This a league that only just began testing players for HGH. You think they're going to suspend their golden boy for "probably" knowing his subordinates were doing wrong?

Yeah how many players are going to be playing through their 5th season of appeals on PED violations this year? You think the NFL really cares about this stuff? They're on top in a big way right now. They don't care about steroids, concussions, spousal abuse, or even homicides. But they better get those dirty Patriots with their flat footballs!

How many is it Glenzig? The 5th season PED violation thing.

I rubbed my hands together and let out an evil laugh when I read the report.

PS - that gamer gate guy is a mega douche.
