Have you overclocked anything? Sounds like one of those speed issues from Windows XP days when you'd try and play a PC game from the early 90s [You must be logged in to view images. Log in or Register.]
I can't think what would screw up playback like that. Are there any themes that aren't affected? Has it always been like this since installing? Maybe try downloading/launching from WinEQ 2.0 and seeing if it persists?
