Since you're having such a hard time understanding plain english rules, let me break this down for you very slowly.

That is the rule in it's entirety right there. Now explain to me how it would make any sense to have a rule where oh hey you logged out...come back in exactly 1 hour and you can call lns again. It doesn't make sense, you are simply not using your logic centers when trying to comprehend this rule.
This is put in place so someone can't worm their way into a zone by logging in and out and moving their way back, pulling their corpse through a wall etc, and then being able to call lns after doing some scummy shit.
This rule was put in place for situations like mine where I'm bound on another continent and need to find a port back. So I can wait for a full hour, and after that I can call lns again after I have found a port/rez whatever else I need and then I have to leave for another hour.
