I would love a teams server. I don't play on red for the attitudes of some players and would also like to see multiple teams such as the 3 evil/neutral/good. There may be balance issues with that however but that's part of the fun. Maybe the term 'pras' will have no place there, but we can dream.

For a new Teams Pvp server, how should the teams be divided? Why or Why not?

If you aren't doing a lore-based PK server, the Red vs Blue would be pretty fun, otherwise I would have to go faction. My vote, RvB as it would be more interesting, and make for some interesting alliances.
