Like, even the end zone Vex Thal had a lot of gear that couldn't compare to NToV loot. Even after they went through and upgraded most of the stuff from that zone a good amount of it is just a slight upgrade over what you could get in Velious.

Gear didn't seriously improve past Velious stuff until PoP.

There were items in vex thal that were ridiculously good or had utility. That necklace off the end boss was just amazing.

Screw all that hp/ac on the bosses though. Snoozefest, even in PoP gear.
