Default Spells file out of date

I've installed and reinstalled many times trying to get my game to work but I keep getting the "spells file out of date" issue when I get to character select screen. I tried using Duxa's Installer, EQ Emulator Patcher and I tried doing the install exactly as it is outlined on the p99 "getting started" page multiple times.

It doesn't let me run Launch Titanium as an administrator, when I do I get an error saying "Windows cannot find "eqgame. Make sure you typed the name correctly and try again." The command line behind the error message says c:\WINDOWS\system32\start eqgame patchme does program think my eq directory is c:\WINDOWS\system32?

I'm using Windows 8. Any thoughts?

I fixed this problem by uninstalling Mcafee which was running in the background. Apparently it was deleting the dsetup.dll file from the P99 files, so it wasn't getting copied into the EQ directory and it needs that file to work.
