This is not a kunark quest. I did this quest not long ago and it worked fine. Seems like your right about the buggyness.

I'm trying to figure out the Cat Skull Cap drop myself, for this quest. I don't think it's Kunark. Not sure.

The cap dropped for me off the cube in Runny Eye about a month or more ago. I was reading the posts about it dropping off any of the cubes including the ones in Qeynos Aquaducts, but never tried for it there. The map on the wiki / EQAtlas has the correct location of it.
