The Duke would join azrael if he came back, told me so himself less than a week ago.

Pretty sure the duke hates azrael and holocaust equally and if he got a jail free card he would reform nihilum.

But with kunark approaching 4 years there is literally no incentive for the nihilum vets who haven't rmted or ban hammered to come back.
