The real answer why Blue was shut down to force Beta testing but Red was allowed to continue was a question of player quality for selecting testers. Think about it.

There were some red players on beta99 early Friday; pretty sure they got suspended for training raids.

1) nobody really cares about the red server except for 100 or something people
2) red players probably wouldn't have helped test anyway
3) keeping red up allowed for rolling a new toon to xfer to beta
