Certain mobs were land walkers. Certain mobs would memblur themselves if you jumped out of the water. Atleast that's how Classic works.
I believe all amphibious life in P99 has the ability to walk on land. This is a coding thing I believe. A few examples from classic: Corrupted Barracuda in LoIO would walk on land. Deepwater barracuda trash would not. Sirens Grotto all the swordfish/seahorse would not walk on land (meaning you could jump onto land for safety) Sharks would jump onto boats to eat you in OoT
