My friend raised his faction to Non-KoS with those quests, it took him a while, but he did it. On a DE necro, I might add.

For me on a Half-Elf Bard (was KoS to the Freeport guards, guess they got wind of my goodygoody deeds in Qeynos!) this quest seemed to work just fine. Was able to invis through the city to turn in the items at the rogue's guild and went from Threatening to Dubious in no time.

Maybe it just has to do with Scowling being the largest chunk of faction, Threatening next, etc.. like maybe I was really close to getting out of Threatening when I started, and you were nearly at Scowling levels and it just seems like forever because those levels take so long.

That's all I can figure.
