OP is correct. The combination of massive experience bonus and 4 level range is awful.

People are going OOR blue con to OOR red con in a matter of days. It's an unsustainable design. Every one is rushing to 55+ with little to no pvp on a pvp server and they are met by a highly toxic and dysfunctional end game with huge gear density.
