You wouldn't be able to shoot down an airline flying at 32k feet with an RPG. They could do it with the anti aircraft installations though.

They used Russian-made portable anti-aircraft launchers with buks to shoot it down thinking it was a Ukraine military jet.
These weapons they used are produced for the Russian military and not sold to anyone else.
Same thing with the RPG-30's....
