The 7th shawl is one of the only sources of Flowing Thought in the entire game (in the Velious era at least). Plus, IIRC all the others require high-end raiding to obtain.

So how exactly is the only source of mana regen that a non-raider can get get "garbage"?

Crown and Choker from 10th Ring Event are tradeable, so we'll probably see those for sale at some point.
