General rule for me would be:

Friends and Guildmates get rezzes for free but that doesn't mean you have to go from WC to the bowels of Seb to rez them. Reasonable travel when you're not busy.

People who drop their corpse at your feet get clickie rezzes for free or free will donation.

If they are strangers and you travel - they pay. If they are sending you a tell they're prepared to pay. Tell them the price before you start travelling, don't leave it up to them to "donate" or you'll be disappointed. I wouldn't leave my backyard to rez a stranger for under 200p.
