I don't recall exact level, but I was 53 and he was DB, so assuming around what wiki says maybe 41ish?

Didn't one of the EQ devs at one time say that the one in EK was on Tarbul's spawn table for a short time? Can't remember where I read that, but if he does spawn in EK on P99, that'd be the first place I'd check if I was so inclined.

Unless Nilbog wants to wreck the JBoots economy and tell everyone how to spawn him in EK and SK.
