Red is not filled with terrible people, but it is run on a system that forces people towards anger and bias in a self-perpetuating cycle of hatred.

That cycle can be broken, though, human nature fuels it. The problem is that those with the ability to do it do not possess the will to do so, and those with the will to do so do not have the ability to do it.
The only way I see them being able to have any actual impact on this server as of right now is to wipe it and start over.

This would force everyone into the same level brackets and promote grouping. This also however means that there is a small window to actually participate in the groupage.

They are promising big changes to promote server growth and yet there has been no indication they are actually doing anything.
