If you want a population over 100 you need some kind of guide line, Yes you will have hardcore people who have always been here and people who dont need PnP but that will not attract new people, it might attract a few people not nothing nearly as much as the PnP would. People want to PvP but they dont want to know that after they engage in pvp they "might" not get their corpse back for the rest of the day or even weekend because of the guildtag they wear or who they group with. If you have casual players that know they might not get their corpse back mixed with the shitty XP rates and the time sink it takes to even get to compete you have a disaster for the population moreso for the casual player. You dont have to change anything except the XP rate i think. Or atleast start there, the population was steadly increasing before the nerf. Weather it was old casuals comming back, old hardcores comming back because the population is higher due to the casuals playing and more people playing or just new people in general that are just comming to p99.
If you are a new person right now and you know nothing about the 2 servers, are you gonna log into the one with 900 people or the one with 75 people? atleast when it was up around 150- 170 it was a triple digit number and drew more attention to the server at first glance. Now anyone that joins this server with either likely come from the blue server after they read a bit about it or old friends comming back, u might get 1 or 2 "new" poeple and even then they will last for about 20 levels untill they cant kill blues anymore and only gain a blue bubble of XP while looking for a group or trying to kill mobs solo for the last 2 hours.
