Adamantite Epaulets or Crested Spaulders for shoulder, both cheap (150-300p). Longterm, crested are probably better for you, but at your level, the sta->hp ratio is pretty low and you might like the extra mana from Adamantite more.
Cloak of the Ice Bear and Lizardscale Cloak are both great cheap cloaks (under 100p easy). You could even keep the Ice Bear cloak for part of your resist gear set later.
Skull Shaped Barbute and Helm of Ro are both nice. The SSB is better, but since you are getting complete heals at your level, maybe you want the mana from 8 wisdom more than 35hp. Frankly, I'd just take whichever one you can get first within your budget. SSBs are great, but don't let anyone gouge you on the price. The Ghoul Lord is permacamped on this server, so there are tons of these things floating around.
