Game Mechanics: jboots scaling with lvls?

I noticed this using an ivandyr hoop on red as a lvl 1.

It didn't do the full damage but scaled it wayyyy down.

The hoop shoulda done the minimum value for the drain instead of like 28 dmg.

Same with jboots/sow boots etc.. should give the minimum value but not use the scalar value in a negative way.

IMO something minor but worth mentioning if we're going for perfection.
