That is correct. I wasn't able to test if he was implemented as the 3 different quest giving versions due to faction issues atm.

But he should spawn randomly giving one of his three quests at anyone time. You can however complete any of his quests with any of the three versions. If he isn't giving the proper quest you want to start, then you have to kill him or have someone kill him for you.

Sentry Emil should be the same way with his broken and working quests.
