Iceclad - Graktar Bluehammer - No faction

Description: Graktar Bluehammer doesn't have a faction, should be on Kromriff, as he is a Frost Giant

Relevant NPCs: Graktar Bluehammer

Relevant LOCs: Wandering on the NW side of the most west island in Icelad

Steps to reproduce bug: press the C key

Expected behavior: Should be on Kromriff Faction

Evidence/Research:
"He cons warmly to me and wouldn't respond to hails. He also just took the note and kept walking. I'm stumped."

Fixed, pending update.

Note: from my logs, he conned as if having faction, but killing him produced no faction hits.

Also, could use a spawn time for him, or commentary on rarity.

I've killed this guy about 20 times. His spawn rate can only be a matter of minutes, as I've killed him and seen him milling about almost immeadiately afterwards. He's ussually standing on an ice peak just west of the dragon ring, but will often wander towards the ring itself. He's no more difficult than any other scout, theres no faction hit, and Ive never seen him drop anything but money and the occasional page.

Kind of conflicting info about where he wanders. edit - also on his rarity. not very helpful.
