as far as i recall the cap was indeed 100% for haste from items and spells combined (v1 and v1 type haste). however, the bard overhaste (v3) song could put you over that limit as it wasn't capped making it a very useful song.
as for how it is in p1999, that's for the developers to reveal | ||
