I think the forum reflects forums of 2014 on the internet.
There's trolls out there in abundance, and there's people who use the forum for more than finding info and posting problems. Within that, the P99 community is actually very good and much better than the Riot (LoL) forums and anything WoW. What do you expect for a "free to play" game though? Forum accounts aren't linked to LS accounts etc.
